June 2014 Update Regarding the Parcel of Undeveloped Land

Dear Wheatlands community neighbors:

The May update reported that the April organizational meeting of the Park and Recreation Advisory
Committee included representation from three of the six geographic working areas. Once again, the
Board thanks those property owners for choosing to serve on the Committee!

The YMCA has a list of about sixty specific programs, or categories of programs, for which they would like to
gauge interest from the Wheatlands community. The Advisory Committee has begun its outreach to solicit
input from homeowners and residents on these programs. You may have been contacted in-person or by email
by your local Committee member to add your input. This information is valuable and important to the YMCA
and to the Wheatlands community. It will influence choices that the YMCA leadership makes about some of
the more flexible, or optional, interior layout and equipment configurations in the rec center. The Committee
and the Board appreciate your participation in the Programming Survey!

May 2014 Update Regarding the Parcel of Undeveloped Land

The April community update reported that the YMCA leadership is continuing their due-diligence on the
parcel of land on which the Recreation Center is planned. It also reported that the Recreation Center page
on the Wheatlands web site would be updated with the accumulated updates which were pending.

April 2014 Update Regarding the Parcel of Undeveloped Land

Dear Wheatlands community neighbors:

The March update reported that the YMCA leadership is continuing their due-diligence on the parcel of land on which the recreation center is planned. There is much engineering, architectural, and other planning work, as well as negotiations with the City of Aurora, that has yet to be completed before the YMCA will have a prospective design plan that isn’t changing weekly or daily.

When the process gets to the point where the design is stable, the Metro District Board and the YMCA will jointly sponsor a meeting with the Wheatlands community to share the design plan. The Board anticipates that the next public information meeting regarding the recreation center will be scheduled late this summer.

The Park and Recreation Advisory Committee, where Director Jenkins will represent the Wheatlands Metro District Board, will have its organizational meeting later this month. Read more

Dear Wheatlands community neighbors:

The February update reported that the YMCA leadership is continuing their due-diligence on the parcel of land on which the recreation center is planned. That update also shared some information regarding the meaning, purpose, and process of due-diligence.

The due-diligence process for the YMCA has two broad aspects: (1) Confirming that the parcel is physically suitable for the recreation center facility, and (2) identifying the general design for the facility and creating a financial plan for architecting, constructing, and operating the recreation center. At this time, both aspects are being pursued simultaneously by the YMCA and their consultants.

February 2014 Update Regarding the Parcel of Undeveloped Land

Dear Wheatlands community neighbors:

The January update reported that the YMCA leadership is continuing their due-diligence process on the parcel of land on which the recreation center is planned. That process is continuing as anticipated.

Since there isn’t much else to report at this time, a bit about the due diligence might be informative, so here goes…

Due diligence is typically done as a voluntary investigation prior to entering into a contract or other commitment. The purpose for a due diligence investigation is typically to satisfy one or more parties, that a proposed business arrangement will serve the interests of the party (or parties) and establish a satisfactory level of certainty for the party conducting the due diligence investigation that they will be able to achieve their intended outcomes. Performing this type of investigation contributes significantly to informed decision making by enhancing the amount and quality of information available to decision makers and by ensuring that this information is systematically used to deliberate in a reflexive manner on the decision at hand and all its costs, benefits, and risks.

January 2014 Update Regarding the Parcel of Undeveloped Land

Dear Wheatlands community neighbors:

The December update reported that an important hurdle was cleared when the City Council of Aurora approved an amendment to the city zoning ordinance which will now allow charitable organizations to own and operate recreational facilities in some local communities within the city.

The activities during December mostly included continuing due-diligence on the part of the YMCA. A limited purpose special public meeting was held which included the District Board, Kimberly Armitage from the YMCA, and District legal counsel. During that meeting, Ms. Armitage provided a status update and other information about the current thinking among the YMCA, the engineering company, and their architect. Questions were asked and considerations were posed for future negotiations. The Board then directed legal counsel to prepare a draft of a document known as the Infrastructure Acquisition and Reimbursement Agreement, which is an important step along the way for the YMCA to compete their due-diligence. No other action was taken in December by the Board regarding the parcel.

December 2013 Update Regarding the Parcel of Undeveloped Land

Dear Wheatlands community neighbors:

The November update explained that no practical advance work could be done to plan the recreation center for the property at Wheatlands Parkway and Powhaton Road until a zoning change request could be processed and approved by the City of Aurora.

Thanks to the efforts of the YMCA and Aurora city staff, a measure was brought before the City Council on November 18 to amend the city zoning ordinance to specifically allow charitable organizations to own and operate recreational facilities in a local community. Along with a representative from the YMCA of Metro Denver, Wheatlands Metro District Board member and President Richard Tashma made an in-person appeal to the City Council to approve this zoning ordinance amendment, which passed unanimously.  Read more

November 2013 Update Regarding the Parcel of Undeveloped Land

Dear Wheatlands community neighbors:

The October update reported that the undeveloped parcel of land at Wheatlands Parkway and Powhaton Road is now owned solely by the Wheatlands Metropolitan District, for the benefit of the community.

In addition to the regularly scheduled meeting of the District Board of Directors on 10 October, the Board held a public meeting on 29 October to consider, discuss, and refine the preliminary budget for the next fiscal (financial) year, which begins on 01 January 2014. The accountants for the District, from CliftonLarsonAllen, presented the proposed budget and conferred with the Board on its contents. According to Colorado State statutes which govern Special Districts such as Wheatlands Metro, each year, a proposed budget for the following year must be submitted to the Board in October; the board is required to hold a public hearing to consider and adopt the budget for the next fiscal year; and the Board must certify the property tax mill levy rate to the County Assessor by 15 December.

October 2013 Update Regarding the Parcel of Undeveloped Land

Dear Wheatlands community neighbors:

The two updates in September gave a brief summary of the available information regarding the purchase of the undeveloped parcel of land at Wheatlands Parkway and Powhaton Road, and provided an overview of the work that remains ahead before construction can begin.

As planned, on Friday, 27 September, the purchase process completed. The Wheatlands Metropolitan District is now the sole owner of the parcel. This is an exciting event for the Wheatlands community because it provides certainty that there is a location where additional recreation amenities can be planned and constructed for the benefit of property owners and residents.
